Technical Regulations/Publications

Assist in defining the framework of a rule-making process and implement it to ensure that the system designed to establish Technical Regulations/Publications is controlled, efficient and effective. 

Participate in the development and management of technical regulations/publications (website and portal included) in line with ICAO SARPs and in liaison with the technical functions to ensure alignment of UAE regulations to international standards, recommendations and best practice and identification of areas of improvement in existing regulations/publications 

Participate in filing of differences with ICAO SARPs whenever required to ensure accurate record of variation against ICAO SARPs. 

Format Technical Regulations/Publications to ensure compliance with GCAA policies and procedures. 

Maintain and update regulations subscribers list to ensure that GCAA possesses an accurate reference.

Technical Agreements 

Participate in the drafting of technical agreements including MoU (Memorandum of Understanding) and coordinate negotiations with domestic entities, in accordance with defined standards and procedures, to optimise and secure GCAA’s business interests. 

Verify the implementation of effective Technical Agreements by the technical functions to ensure that GCAA obeys its obligations. 

Ensure that information/records related to Technical Agreements are maintained by the technical functions for future reference.

Law/Regulation Enforcement 

Contribute towards the establishment and continuous development of the enforcement manual to allow GCAA to exercises its roles and functions in accordance with the Civil Aviation Law. 

Provide (on-demand) initial and recurrent enforcement training for Sector staff to ensure that staff understands their obligations while conducting their roles and functions. 

Assist line manager in following up on enforcement cases with the technical functions.

Internal & External Audits & Surveillance Programs 

Participate in the implementation of internal surveillance program to ascertain compliance with standards. 

Support the administration of all auditing activities by external entities against Safety Affairs including ICAO, and IMS to ensure smooth and productive audit.

Document Management 

Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base.

Safety Policy / Safety Promotion and Culture 

Provide input into the identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set. 

Assist in the development and implementation of safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments. 

Provide advice and guidance to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/incidents/accidents.

Policies, Systems, Processes and Procedures 

Assist the management in maintaining on-going liaison with UAE civil aviation stakeholders to assure a safety communication channel for implementing new risk controls mechanisms 

Implement Safety Affairs policies, systems, processes and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer service standards.

Reporting 

Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA 

Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards

Other Tasks/ Accountability 

Perform additional tasks relevant to the role / area of expertise as requested by the management to be able to achieve the objectives/commitments
